Job description

A central player in the development of active mobility in Belgium for more than 30 years, Pro Velo's mission is to make cycling accessible to all, in Brussels and Wallonia. Our association offers personalised support, local services (rental, repair, test of adapted bikes, advice, etc.) and a wide training programme for different audiences and population segments. Our non-profit organisation is particularly committed to helping people who are far from cycling for an inclusive and fair transition. In collaboration with many partners – associations, schools, companies and public authorities – Pro Velo acts to remove the obstacles to the use of bicycles and contribute to a better quality of life.

Your missions

General mission of the person in charge

The manager ensures the operational implementation of the strategic action plan within his/her department. He/She manages the budget, in line with the association's decisions, coordinates and supports the work of the team and ensures a fair distribution of responsibilities.

He/She represents the department internally and externally and regularly exchanges with the Brussels Director and the Management Committee on the progress and priorities of the department.

Its proximity to the field and the public is an essential support to guide projects and teaching practices.

Mission of the manager within the EDUC department

The Educ Brussels Manager coordinates the Educ department for the Brussels region and the city of Antwerp. He/She is supported in the coordination and HR monitoring of the teams by two coordinators.  The two teams are composed of 14 employees (4 in Antwerp, 10 in Brussels): coordinators, pedagogical officers, project managers.

He/She manages the training programme and projects, provides strategic direction and ensures the budgetary balance of the Education Department in Brussels and Antwerp, under the supervision of the Brussels Director.

In order to remain connected to the heart of the Educ department's mission, the manager occasionally provides field training to a variety of audiences (adults, schools, etc.) and considers the field as an essential lever for feeding the department's strategic and pedagogical thinking .

In a context of reduced funding and transformation of the organization, after an initial phase of taking up the position and familiarizing oneself with the activities, he/she conducts a reflection with the team on the organization of the department, the distribution of roles and responsibilities and the priorities of actions, in order to consolidate a sustainable functioning for the teams and consistent with the available resources, while preserving the quality of projects and training.

Strategic vision and support for the training program

The Educ department implements a wide training programme for various audiences in collaboration with many stakeholders (schools, companies, associations, municipalities, etc.). The manager supports the team and coordinators in the planning, evaluation and evolution of programs and projects to ensure quality, coherence and alignment with Pro Velo's strategy.

  • Define the department's objectives and strategy in consultation with the team.

  • To manage and evaluate the training programme and projects, in Brussels and Antwerp.

  • Stimulate the evolution of existing projects and the design of new projects.

  • Promote collective intelligence in the design and improvement of projects.

Organisation, support and follow-up of the team in collaboration with the coordinators

The manager is responsible for the HR of the department. He/she supervises the two team coordinators in Brussels and Antwerp for the operational follow-up and daily support of the trainers, and leads the coordination of projects with the project managers.

  • Manage HR monitoring, the development of coordinators and support them in the monitoring of teams of trainers: recruitment, coaching, well-being, assessment and skills development.

  • Define priorities, distribution of projects and responsibilities within the team ensuring a balanced distribution of the workload.

  • Ensure good team cohesion.

  • Lead the evolution of the department's organization: clarification of roles, responsibilities and operating methods, in collaboration with the team.

  • Support and ensure the well-being of the team in connection with Human Resources in a context of organizational transformation.

  • In order to stay connected to the heart of the mission of the Educ department, take on part of the field training on an ad hoc basis.

Financial management of the department

The Educ Manager manages the department's budget and manages the administrative and financial follow-up, with the support of the management committee.

  • Contribute to the negotiation of subsidies and budgets with the subsidising authorities (NL/FR).

  • Manage the administrative follow-up (activity reports, support committees) of subsidized activities, in collaboration with the team.

  • Manage the department's internal financial monitoring: budgets, invoices and resource allocation.

  • Ensure internal and external reporting, and ensure compliance with the commitments made to the subsidizing authorities.

Representation of the Educ Department

The Educ Manager represents the department with the various internal and external stakeholders, and liaises with a network of key partners to support the department's strategy and projects.

  • Ensure consultation and collaboration with the other departments in Brussels and Wallonia.

  • Maintain the link with the Region and follow the cycling policy.

  • Develop and maintain a network of Brussels players in the sector.

Profile

Leadership and team management

  • Sense of participative leadership, a driver of change and innovation. Able to propose and promote new ideas.

  • Proven experience in team management and delegation of at least 5 years. Ability to support a team in phases of evolution or transformation.

  • Analytical and synthesis skills that allow you to take a step back, to have a global and long-term vision and to clarify priorities for the department and its projects.

  • Ability to make decisions in a spirit of collaboration with the team.

  • Very good communication and listening skills: assertiveness, empathy, interpersonal skills.

Operational and budgetary management

  • Advanced project management experience

  • Experience in budget management: comfortable with reading numbers and basic financial analysis.

Expertise and network

  • Proven experience in the field of training and pedagogy.

  • Willing to intervene in the field on an ad hoc basis with adults and schools and to travel to Antwerp on an ad hoc basis.

  • Very good command of French , both written and oral. Fluency in Dutch is a major asset.

  • Good knowledge of the world of cycling (techniques, policy, awareness).

  • Familiarity with participatory dynamics and collective intelligence methods.

  • Strong interest in active mobility and environmental issues.
