Job description

The Public Centre for Social Action of Woluwe-Saint-Lambert is recruiting a Data Protection Officer (m/f/x) on a full-time permanent contract at the A1 scale of the civil service, with entry into office as soon as possible for the Department of the General Secretariat.
The role of the unit is to ensure compliance with the GDPR, to issue opinions and recommendations, to record any incidents and to establish an annual plan.

The function of the Data Protection Officer (DPO) is twofold :

1) The DPO is responsible for ensuring the security of access to social data, its use, physical and computer storage, the users of this data, the restoration of this data and compliance with the law on the protection of privacy.

To this end, he/she is responsible for:

  • Gather relevant information  security documentation;

  • To provide the Social Action Council with a clarification on the security policy that is most relevant to the Centre ;

  • Organize the measures to be taken to meet the minimum security standards imposed by the legal and/or regulatory provisions in the institution, including the BCSS; 

  • Write and participate in the implementation of security policies and procedures;

  • To check that the rules laid down in terms of safety are respected ;

  • Promote compliance with safety rules and safety-promoting behaviour among staff members.

 2) The DPO also ensures that the Centre is in compliance with the legal framework relating to personal data, the General Data Protection Regulation (GDPR).

To this end, he/she is responsible for:

  • To know the different services of the CPAS and to document the data processing carried out there;

  • Provide advice and recommendations to the Corporate Secretary and employees on data protection obligations;

  • Implement a GDPR-compliant data management policy ;

  • Establish the action plan for compliance and maintain documentation under " Accountability " ;

  • Participate in the analysis of risks and impacts relating to data protection for the planned processing activities and submit an annual report to the Secretary General;

  • Ensure that a culture of data protection prevails within the Centre by training and raising awareness among staff and monitoring compliance with the regulation;

  • Guarantee the rights of the persons concerned and be their privileged contact;

  • Cooperate with the supervisory authority and be their point of contact ;

  • Deal with any incidents.


Conditions of participation in the selection :

  • Hold a master's degree in computer science or law OR hold a master's degree and have a first relevant experience in a similar position or in security and risk management.

  • Ability to resist stress, undue influences, and prejudices ;

  • Be discreet, respectful, confidential, ethical and honest ;

  • Demonstrate proactivity, initiative/analytical skills, dynamism, rigor and organization ;

  • Be solution- and results-oriented ;

  • To be able to work independently.

Technical skills:

  • Have a good knowledge of the laws and regulations governing the activity of the CPAS OR be ready to study them and continuously train in these subjects;

  • Have a good knowledge of the GDPR, legal provisions on information security OR be willing to study and continuously train in these areas;

  • Have a good command of the Office suite and information technology in general ;

  • Excellent writing skills.

 Additional advantages:

  • Have knowledge of Dutch and be in possession of the Selor language certificate, corresponding to your level of function ;

  • Be able to communicate orally and in writing in English.
