Job description
· Within Partenamut, the dedicated Early Childhood team ensures the creation, development and management of non-commercial childcare activities. Partenamut is launching a new activity centre dedicated to Early Childhood, based on both the creation of new childcare facilities and the gradual takeover of existing ones. This activity is expected to experience significant growth in the coming years and requires the implementation of a robust framework around the activities, to support its development while ensuring that ONE standards and conditions are met.
To support this launch phase, we are looking for a versatile profile of operations and quality expert capable of combining a structuring vision and an operational execution capacity. The regulatory affairs officer guarantees the homogeneity and quality of childcare within the various structures of the department: he or she defines operating standards, ensures compliance with ONE standards and supports the teams in a continuous improvement process, in the service of the well-being of the child and the subsidizing authorities. Attached to Early Childhood, this person works in close collaboration with the managers of the childcare facilities, the field teams, the administrative services, the ONE and the team dedicated to Early Childhood.
On a daily basis:
ONE Quality & Compliance
You ensure compliance with the quality code and all the ONE's standards in all structures.
You ensure the maintenance of authorisations and approvals, and compile the related files.
You are the ONE's privileged interlocutor and ensure the follow-up of inspections and their recommendations.
You will monitor regulations and translate changes into concrete procedures.
Standards and Homogeneity
You will define, formalise and bring to life the operating standards common to all structures.
You guarantee the homogeneity of practices, while respecting the pedagogical project specific to each childcare environment.
You will develop and maintain a reference system of procedures covering organisation, hygiene, safety, health, meals and administration.
You harmonize processes between sites and disseminate best practices.
Operations and continuous improvement
You will monitor the proper daily functioning of the structures and identify areas for improvement.
You conduct internal visits and evaluations, and build action plans with the teams.
You will manage quality and operational indicators, for example incidents, family satisfaction or occupancy rates.
You will optimize the organization and resources, in compliance with the regulatory framework.
Team support
You support and advise the structure managers in the application of standards.
You train the teams in procedures and quality requirements.
You support change and the appropriation of new practices in the field.
Cross-cutting projects
You will contribute to the opening, transformation or upgrading of structures.
You will participate in the department's strategic thinking on quality and organization.
You document and capitalize on practices to sustain what has been learned.
Profile
Education and experience
You have a higher education in the field of early childhood, education, social, health or management, with a good knowledge of the sector.
You have proven experience in a childcare environment, ideally with coordination or management experience, while experience in the non-profit, public or non-profit sector is an asset.
Technical skills
You have mastery of the ONE's regulatory framework and the quality requirements of the sector.
You have solid skills in method, formalization of procedures and quality approach.
You have an ability to harmonize without standardizing, and to support teams with rigor and benevolence.
You have a sense of listening, demonstrate pedagogy, autonomy and field orientation.
You adhere to the values of early childhood care, where the standard remains at the service of the child's relationship and well-being.

Languages
You speak French fluently and knowledge of Dutch is an asset.
